The NRL is investigating Cronulla Sharks star Josh Dugan for breaking the code's stringent biosecurity protocols.
A photo of Dugan out with friends at a restaurant on the weekend emerged after all NRL players were ordered into stage three restrictions, which forbids them from visiting hotels, clubs and pubs.
Players can only leave home for essential travel.
The photo shows Dugan with three friends at a restaurant in Potts Point.
Dugan has been forced into isolation from the rest of the Sharks players and ordered to undergo a COVID test.
He apologised for his actions in an interview with News Corp.
"I just want to say I'm sorry, it was an error in judgement,'' Dugan said.
"It's been a difficult period for me personally and I'm putting my hand up on this one.
"I've had all the necessary testing done for COVID and I've come back negative.
"I'll isolate and do everything that is asked of me."
The former representative star was relegated to the Newtown Jets three weeks ago and is off contract at the end of the season.
The NRL last night placed all players under level-four restrictions, which bans all visitors and requires players to remain at home unless training, playing or completing essential household tasks.
