Is there a rule for any other player than the QB if they go into a “slide” they can’t be hit?

I don’t understand why the QB is any different than a HB or WR when they running the ball. Once the QB passes the line of scrimmage shouldn’t he be fair game? Would the Texan player been penalized if he’d hit any other position player like that?
