Can anyone explain why a rebuilding team allows a more established team to use lottery protection on traded picks?

If I’m a lottery team trading with a top 10 team, why am I letting them protect the pick? Your team is getting a piece to get better. You got my player AND FAILED? That’s a “you” problem. Why do teams so commonly allow a draft pick to be top 3 or top 5 protected?
