What if College Football had a Promotion/Relegation System?

This is my proposal for the NCAA to restructure the conferences by way of a promotion and Relegation system. This system includes both FBS and FCS schools. This could also apply to other sports. For example, Vanderbilt would be in the Central division across all men’s and women’s sports, however, while they might be “Tier D” in football, they can be a “Tier A” in Baseball.
