The D3 schools didn't think it was fair so the NCAA created a rule for just those two sports. WSU could play non scholarship FCS football like Dayton but don't currently. You can participate in D1 ice hockey, wrestling, baseball, softball and lacrosse while keeping the rest of your teams in D2 or D3.
