Luke Phillips boasts a unique resume in the rugby league world.<\/p>\n
He's played in a grand final, refereed at the top level, been a video ref and an assistant coach.<\/p>\n
And he believes those experiences will enable him to fix the disaster that the interpretation of the rules and the bunker have become.<\/a><\/p>\n "I'm putting my hand up to get the game back on track because I can see the frustration of players, coaches and fans every week," Phillips, currently working as a consultant at the Dragons<\/a>, told Wide World of Sports.<\/p>\n "Because I have worked in those different roles, I understand all sides of the game and the rules and believe I can get the balance right.<\/p>\n "The refs and the bunker are trying their best but the head high blitz and the constant obstruction close calls are hard for anyone to rule on.<\/p>\n "What we need is one person making all the decisions in the bunker – it's the only way we will get the consistency that people are crying out for.<\/p>\n "I'd be happy to sit in the bunker every game and then face the media afterwards and explain my decisions.<\/p>\n "There would be no grey areas because I would go through the process.<\/p>\n "I know what is deliberate and what is accidental with obstruction from my experience as a player.<\/p>\n https:\/\/twitter.com\/PhilGould15\/status\/1406004012831285251?ref_src=twsrc%5Etfw<\/a><\/p>\n "Same with head high tackles.<\/p>\n "The game is hurting and I want to do my bit to help make things right again."<\/p>\n Phillips' concerns are echoed by Channel Nine expert commentator Phil Gould<\/a>.<\/p>\n "I get them (complaints from fans) every week," Gould said recently.<\/p>\n "The trend is obvious. The fans are frustrated at not having a voice. They are frustrated with how our game is officiated.
