The full extent of Eddie Jones' damaging Wallabies tenure<\/a> has been laid bare after Rugby Australia chief executive Phil Waugh admitted there had been $2.6 million of "unapproved" spending throughout the doomed World Cup campaign.<\/p>\n

Speaking at a press conference in Sydney on Thursday, former Wallabies captain Waugh said that massive "over-investment" was spread across team costs, staff travel and player benefits.<\/p>\n

"There was lenience given in the hope that we would succeed at the World Cup and make it deep into the tournament," Waugh said.<\/p>\n

"Clearly that didn't happen but the circumstances were quite unique."<\/p>\n

Waugh was quizzed as\ufeff to how such a budget blowout could occur under his watch and whether former team manager Chris Webb was to blame.<\/p>\n

"I'm not going to point the finger at one individual. I think it was a a cultural deficiency that we need to rectify," he said.<\/p>\n

"Delegation of authority is important. Clearly there were breaches in that area and we've made personnel changes on the back of some of those breaches."<\/p>\n

Waugh also confirmed that RA had recently been served a legal notice from former Rebels directors as the cash strapped Melbourne club fights for survival.<\/p>\n

"Those reports are true. And we have agreed to meet with the former Melbourne Rebels rugby union directors in a 'without prejudice' conversation," he said.<\/p>\n

"But to be very, very clear, we have met all our obligations, all the way throughout the relationship."<\/p>\n

Waugh conceded that \ufeffthe $2.6 million overspend would be particularly painful to the Rebels.<\/p>\n

"The investment, or the unapproved investment, was disclosed to them at the summit on Monday. And we were really transparent as to all the different line items throughout that over-investment. Clearly that's not acceptable and it won't happen going forward."<\/p>\n

Waugh added that there had been no conversations around slashing Australia's Super Rugby teams from five to three.\ufeff<\/p>\n

The press conference was held to address the 23 recommendations from an external review following last year's horror show.<\/p>\n

The overarching theme was the need for a collaborative and constructive environment under new coach Joe Schmidt following the 'my way or the highway' Jones regime. \ufeff<\/p>\n

"It's psychological safety for our players and making sure we've got the appropriate environment for our players to speak up and have no fear of retribution," Waugh said.<\/p>\n

"And so making sure there's clear channels for players to raise any concerns within an environment and there's no consequences for raising some concerns. The lack of trust certainly comes through (in the report)…<\/p>\n

"Clearly, there's been a breakdown in trust, from leadership, the organisation and the players and I've said this, I guess since the end of the World Cup – it's my responsibility to ensure that the players are in the right environment, they're in an environment that's world class and they want to be a part of and I think that it came through that we didn't create that environment for the players."<\/p>\n","protected":false},"excerpt":{"rendered":"
