England<\/a> has been dealt a massive blow with confirmation Owen Farrell will miss the opening two matches of this year's Rugby World Cup<\/a> after the sport's governing body appealed the initial non-sanction.<\/p>\n

Farrell's well-documented escape from a six-week ban<\/a> wound up with World Rugby questioning the call and launching a formal appeal against<\/a> the independent committee's decision to downgrade the red card to yellow.<\/p>\n

Upon review, it was determined the veteran fly-half should serve a four-match ban for the brutal tackle on Welsh flanker Taine Basham that ruled him out of the match.<\/p>\n

Part of the ban was retrospectively applied to England's recent encounter against Ireland in which he was not selected despite being available.<\/p>\n

Farrell will miss this weekend's final warm-up against Fiji and the opening two World Cup games against Argentina and Japan \u2013 arguably the two toughest pool matches for England.<\/p>\n

"The Appeal Committee met on Tuesday 22nd August and unanimously determined that in the original hearing the Disciplinary Committee should have considered the attempt of the player to wrap his opponent in the tackle. This point did not feature in the original decision," an England Rugby statement read in part.<\/p>\n

"The failure to attempt to wrap was judged to be an important element of the Foul Play Review Officer's (FPRO) report and had led to an upgrading of the referee's yellow card to a red card during the match.<\/p>\n

"As this element did not feature in the original decision, the Appeal Committee decided it was in the interests of justice to hear the case afresh on that key point alone, which included hearing from the player.<\/p>\n

"Following the review by the Appeal Committee of this key element, it was determined that the FPRO was correct in his decision leading to the red card. The Appeal Committee subsequently determined that the tackle was 'always illegal'.<\/p>\n

"When applying the terms of World Rugby's Head Contact Process, no mitigation can be applied to a tackle that is 'always illegal'.<\/p>\n

"The Appeal Committee therefore considered that the Disciplinary Committee's decision to downgrade the red card to a yellow card had been manifestly wrong, which led to the Disciplinary Committee's decision being overturned, the appeal brought by World Rugby being allowed, and the red card upheld.<\/p>\n

"In considering sanction, the Committee applied World Rugby's mandatory minimum mid-range entry point for foul play resulting in contact with the head (six matches). Taking all considerations into account, including the player's acceptance of foul play, clear demonstration of remorse and his good character, the Committee agreed a four-match suspension.<\/p>\n

"The Appeal Committee accepted submissions on behalf of the player that the Ireland v England match on 19 August 2023, for which the player was voluntarily stood down would be included as part of the sanction."<\/p>\n

The ban only exacerbates England head coach Steve Borthwick's headache heading into the Rugby World Cup.<\/p>\n

Argentina stands a good chance of beating England. The two teams sit seventh and sixth in the World Rugby rankings respectively.<\/p>\n

Although Japan has plummeted to 14th in the rankings, the team is known to throw up the occasional upset \u2013 especially at the Rugby World Cup.<\/p>\n

Samoa is the third-best team in Pool D based on the word rankings in 12th while Chile languishes in 22nd.<\/p>\n

England's woes could yet worsen with back-rower Billy Vunipola also facing a ban for his armless tackle on Ireland prop Andrew Porter.<\/p>\n

Vunipola is England's sole specialist No.8 in Borthwick's squad.<\/p>\n
