P\ufeffhil Gould<\/a> has offered a solution to the NRL<\/a>'s player transfer system which Raiders coach Ricky Stuart labelled "flawed"<\/a>.<\/p>\n

\ufeffBut he says the game must act now if it wants the issue fixed in a decade, saying junior players need to be told what they'll be faced with when it comes time to sign professional contracts.<\/p>\n

The reason is the Collective Bargaining Agreement (CBA) agreed to by the governing body and the players' association\ufeff, which stipulates rules and rights of the athletes within the game.<\/p>\n

As it stands now, a contracted player is able to openly negotiate with rival clubs \ufeffonly in the final 12 months of their deal.<\/p>\n

The issue\ufeff comes when players sign deals with rival teams months in advance, and then have to still represent their current club for up to an entire season. Stuart apologised to Raiders<\/a> fans on Wednesday after superstar Jack Wighton<\/a> committed to South Sydney<\/a> from next season.<\/p>\n

Canberra is also said to be livid at how the Rabbitohs deal came about, given the contract they had tabled Wighton was worth hundreds of thousands of dollars more.<\/p>\n

"\ufeffThe Raiders are entitled to ask why, and the NRL is entitled – just for transparency to the fans – to say if a marquee player comes off contract at the Raiders, why is it they always end up at the Rabbitohs or the Roosters?" Gould told Wide World of Sports' Six Tackles with Gus<\/em> podcast<\/a>.<\/p>\n

"There are probably 10 to 12 other clubs out there who would love to have Jack Wighton, would love the opportunity to free up a million dollars in their salary cap and help them get out of the cellar.<\/p>\n

"This comes back to what I'm going to say – draft, trade windows.<\/p>\n

"The movement of players between NRL clubs has been flawed throughout history. We have never negotiated this back with the players' association.<\/p>\n

"We've done four or five CBAs in a row now and have never once tried to negotiate what is in the best long-term interests of the game, which is a draft system or at least trade windows."<\/p>\n

Many of the top professional sporting organisations around the world use a draft system to ensure elite talent is spread relatively evenly around teams, thus resulting in a more competitive tournament.<\/p>\n

In the AFL – Australia's top Aussie rules league – teams that finish lower down the ladder are afforded high draft picks in order to strengthen their roster.\ufeff<\/p>\n

In the NRL, clubs are responsible \ufefffor identifying and signing their own talent, meaning players can pick and choose their destination much more freely.<\/p>\n

It means the best players often end up at strong clubs and only strengthen the already competitive teams, leaving the competition battlers worse off.<\/p>\n

"The draft system is the fairest and the most transparent. We need to set our development system up for this," Gould said.<\/p>\n

\"Gus<\/p>\n

"If a player like Jack Wighton… there are only a few clubs they'll go to, they don't suddenly land at the team running last.<\/p>\n

"The whole system is wrong. All power is with the player agent and the negotiating player, there is nothing being given back to the game.<\/p>\n

"(Drafts and trade windows) work in every other sport around the globe, but suddenly in rugby league we can't? Our players won't agree to that?<\/p>\n

"That's just total irresponsibility, it's greedy.\ufeff"<\/p>\n

Gould explained how an NRL player trade window might work.<\/p>\n

"I put myself into a draft, and I say I want $1.2 million and I go to the first club that gives it to me," he said.<\/p>\n

"So we go to the team that finished 17th last year… they get first pick – 'Do you want Jack Wighton for $1.2m?', (they say) 'Yes please', so he has to go.<\/p>\n

"It stops them leaving their club. You would have to do one unique for our game.\ufeff"<\/p>\n
