NRL Head of Football Graham Annesley has refused to be caught up in the argument of "consistency" after Roosters<\/a> coach Trent Robinson was left fuming<\/a> with a number of decisions during his side's loss to Penrith.<\/p>\n

Roosters forward Jared Waerea-Hargreaves was controversially sent to the sin bin on Saturday for holding down Panthers forward Scott Sorenson while Penrith were in an attacking position. The sin bin had followed back-to-back six-again calls in favour of the Panthers.<\/p>\n

While the penalty call alone on Waerea-Hargreaves was warranted, what left Robinson particularly frustrated was that he felt Panthers forward Liam Martin committed a similar offence late in the game, which resulted in no action.<\/p>\n

"Consistency has to be there. If you're going to call it, then call it every single game and every single week," Robinson said at the time.<\/p>\n

Responding to the comments made by the Roosters coach, Annesley said it's unfair to compare two separate incidents based on the different set of circumstances each situation comes with.<\/p>\n

"One of the constant discussion points in our game is about this issue of consistency," Annesley said.<\/p>\n

"The point I would make, no two incidents are ever the same and there are degrees of severity in every incident.<\/p>\n

"Some incidents will result in a penalty and nothing more, some incidents will result in a penalty and harsher action – a sin bin… every incident requires a response based on the degree and severity of the incident.<\/p>\n

"In the case of Jared's incident, I think there is a strong case that it was a pretty blatant delay in the play-the-ball. He had a couple of attempts to slow that particular play-the-ball and in that field position, with those circumstances then I have no problem with the action the referee took."<\/p>\n

\"NRL<\/p>\n

At the time of Waerea-Hargreaves' sin-binning, former NRL star Braith Anasta also felt referee Gerard Sutton's marching orders were a step too far based on the consistency argument.<\/p>\n

"We have to be consistent with this," Anasta said in commentary.<\/p>\n

"That's the problem. We don't see that often and we haven't seen it much at all."<\/p>\n

Annesley made it clear that the NRL isn't interested in a "one size fits all" ruling, declaring it's up to the on-field referee to make a decision based on the situation of the game and the context that surrounds the indiscretion.<\/p>\n

"There will be some people who will say there are other incidents in that game and other games where similar action could be taken," Annesley added.<\/p>\n

"These are calls referees have to make based on how they judge the severity of that incident. The circumstances that apply in that time, is it a professional foul? An attempt to stop a team from scoring?<\/p>\n

"Has it been as a result of a number of incidents leading in? All of those factors play into a decision a referee needs to make.<\/p>\n

"You can't apply the one size fits all rule to any of those incidents. They have to be judged on their merits."<\/p>\n
